Volunteer Deputy Registrar (VDR)

Option 1: In-Person Training

In person training will be held at the Elections Department, located at 1403 Blackjack St. Lockhart, TX 78644. Each class has a capacity of 10 participants, and you must register for a spot at least 24 hours prior to the class by emailing caldwellec@co.caldwell.tx.us, calling (512) 668-4347, or register online.

Important Notes:

  • Classes are approximately 45 - 60 minutes
  • You may not accept a registration application until you have received your Certificate of Appointment from our office
  • No training classes will be conducted during the Early Voting period or on Election Day

Option 2: Online Training

We will provide online training for Volunteer Deputy Registrar (VDR) classes. The complete Texas Volunteer Deputy Registrar Training can be viewed here (click text).

Once you review the training material, call our office at 512-668-4347 to schedule an exam date/time. Once the exam is graded, you will be provided with the materials and certificate of appointment.

If you have already completed VDR training in another county and wish to receive your reciprocity in Caldwell County please call to make an appointment to ensure we are able to assist you. Once you confirm your appointment bring your certificate from the other county in which you are appointed to confirm your status. 

What is a Volunteer Deputy Registrar (VDR)?

Volunteer Deputy Registrars (“VDRs”) are entrusted with the responsibility of officially registering voters in the State of Texas. VDRs are appointed by county voter registrars and charged with helping increase voter registration in the state.

Qualifications

To be appointed a volunteer deputy registrar, a person must:

  • be at least 18 years old;
  • be a United States citizen;
  • not have been determined by a final judgment of a court exercising probate jurisdiction to be
    • totally mentally incapacitated; or
    • partially mentally incapacitated without the right to vote;
  • never have been convicted of failing to deliver a voter registration application to a voter registrar;
  • not have been finally convicted of a felony, or, if convicted, must have:
    • fully discharged the sentence, including any term of incarceration, parole, or supervision, or completed a period of probation ordered by any court; or
    • been pardoned or otherwise released from the resulting disability to vote;
      not have been finally convicted of identity theft under Section 32.51 of the Penal Code; and
      be a resident of the State of Texas.

How to Become a Volunteer Deputy Registrar

  • Contact Caldwell County Elections Department.
  • We will provide you with information about how training will be offered and completed.
  • Upon satisfactorily completing training and examination, we will appoint you as a volunteer deputy registrar and advise you of county-specific procedures for processing voter registration applications and that the only requirements for voter registration are those prescribed by state law or by the Secretary of State.
  • We will issue you a certificate of appointment and give you a receipt book or voter registration applications with a tear off receipt.
  • You may not receive another person's voter registration application until you have completed the training developed or approved by the Secretary of State.
