The Caldwell County Treasurer serves as the chief custodian of county funds, responsible for the safekeeping, management, investment, and accurate reporting of taxpayer dollars in accordance with Texas law.
Financial Management & Safeguarding Funds
- Receives, safeguards, and deposits all county funds in approved depositories
- Maintains custody and oversight of county bank accounts
- Ensures funds are properly collateralized and protected
Accounting, Reconciliation & Reporting
- Maintains accurate records of all county receipts and balances
- Performs monthly and annual bank reconciliations
- Works closely with the County Auditor during audits
Payroll & Accounts Payable Support
- Assists with the payroll process to ensure employees are paid on time
- Assists with Accounts Payable processing, ensuring vendors are paid properly and timely
- Supports compliance and accuracy in all payment processes
Investments & Fiscal Stewardship
- Serves as the County Investment Officer
- Holds an investment certification as required by Texas law
- Invests idle county funds safely and responsibly in compliance with state statutes and county policy
- Prepares and presents quarterly investment reports to Commissioners Court
Jury & State Reporting Responsibilities
- Processes monthly and quarterly jury reimbursements
- Prepares and submits six required quarterly reports to the Texas State Comptroller
- Ensures all state reporting deadlines are met accurately and on time
Debt & Long-Term Financial Planning
- Creates and maintains long-term debt service reports
- Oversees debt payments and ensures compliance with bond and obligation schedules
- Supports long-term financial planning and fiscal sustainability
Transparency & Public Access
- Manages and publishes the Caldwell County Utility Consumption Report online, ensuring public transparency
- Provides accurate data to support budgeting, forecasting, and public accountability
