Caldwell County Commissioners discussed subdivisions, the burn ban, the Caldwell County 2024 Transportation Plan and the development of a courthouse master plan at their regular meeting on Friday, June 28.

Burn Ban is off
Caldwell County Office of Emergency Management Chief EMC Hector Rangel said there had been minimal fires since the last commissioners court meeting earlier in June. The average Keetch-Byrum Drought Index for the county is 347, which is well below the drought threshold. Commissioners approved Rangel’s recommendation to leave the burn ban off.
Bollinger Subdivision update
Commissioners approved final plats for both Phase 1 and Phase 2 of the Bollinger Subdivision, which is located north of FM 2720 on Bob White Road. Phase 1 consists of 44 lots on 12.09 acres, and Phase 2 includes 110 acres on 21.65 acres.
2024 Transportation Plan
It’s official: Caldwell County has an updated transportation plan, prepared by the Capital Area Metropolitan Planning Organization. CAMPO presented the draft plan at the May 28 commissioners court meeting, and commissioners approved it at the June 28 meeting. The report details existing conditions and provides a roadmap for future plans. The 2024 Caldwell County Transportation Plan Update is built from the recommendations of the 2013 Caldwell County Transportation Plan and other local planning efforts within the county, encompassing local roads and regional transportation needs. Having a current plan preserves the county’s eligibility to apply for grant funding for road improvement projects.
Courthouse Master Plan
Commissioners approved the committee that will navigate the RFQ process for hiring a contractor to develop a courthouse master plan that’s necessary to apply for grants through the Texas Historical Commission that could provide funding for courthouse projects such as updates and repairs. The committee includes Judge Hoppy Haden, Executive Assistant Ezzy Chan, Auditor Danie Teltow, Grants Administrator Amber Quinley and Building Maintenance Supervisor Curtis Weber.

Commissioners also:
- Approved a resolution authorizing the county judge to execute a loan agreement from the State Infrastructure Bank in an amount up to approximately $2.1 million to be used for construction and safety improvements on US 183, including work to add a turn lane and deceleration lane between the Luling Industrial Park to just north of Water Street.
- Accepted the Proposed 2025 Appraisal District and Collections Budgets from the Caldwell County Appraisal District.
- Approved a standardized application for mass gathering permits.
