New Early Voting polling place, times approved
Voters in the 2026 primaries will have a new main early voting polling place to cast their ballot as well as an adjusted time frame to help accommodate the workforce.
The Scott Annex will no longer serve as the main venue for early voters casting ballots in Lockhart, with the Lockhart ISD-owned Adams Gym at 419 Bois D’Arc Street in Lockhart taking over for the county facility that has served as an early voting destination for years.
The change is being made to accommodate legislation that could soon take effect requiring an early voting day location to also be Election Day venues. While the Scott Annex has traditionally been the main early voting polling location, County Elections Administrator Devante Coe said using it as an Election Day venue would be impractical with it also serving as the place ballots are counted.
Commissioners approved the Adams Gym as the main location and have set Three Rivers Community Church at 103 Main St. in Martindale and the Luling Civic Center at 333 E. Austin St. in Luling as Branch Early Voting locations.
Commissioners also voted to replace the 8 a.m.-5 p.m. time block with a 9 a.m.-6 p.m. time block to allow for more people to have time to vote after their workday ends.

County to seek additional funding for road projects
Commissioners voted to submit a flurry of grant applications to the Capital Area Planning Metropolitan Planning Organization (CAMPO) 2028-2031 Call for Projects Funding Program. If the applications are approved, the following planned road projects could receive additional funding with a 20% match from Caldwell County:
- The FM 2720 widening Project
- The US 183 turn lane addition (from Magnolia Avenue to the Plum Creek turnaround)
- The SH 142 widening project (from Windsor Blvd. to SH 80)
- The SH 142 widening from Windsor Blvd. to Borchert Loop)
- The North Magnolia Avenue Widening (E. Austin Street/SH 80) to E. Pierce Street (US 183)
- The FM 20 realignment project from S. Medina Street to S. Commerce Street

Commissioners:
- Voted to leave the burn ban on.
- Approved an order authorizing the sale of Fireworks for Texas Independence Day.
- Proclaimed February as Dating Violence Awareness and Prevention Month.
- Reappointed Billy Ray Buckner to the Luling Foundation Farm Board as Caldwell County’s representative.
- Reappointed Sherilyn Adcock to the Caldwell County ESD #5 Board of Directors for a two-year term.
- Reappointed Jerry Doyle, Andrew Reyes and Greg Pope to the Caldwell County ESD #4 Board of Directors for a two-year term.
- Reappointed David Murdoch, Robert Moreno and Mark Junger to the Caldwell County ESD #3 Board of Directors for a two-year term.
- Approved a resolution appointing Pct. 1 Commissioner B.J. Westmoreland as the CAPCOG Clean Air Coalition representative for a two-year period.
