Commissioners vote on Juniper Springs interlocal agreement

Caldwell County commissioners voted to authorize County Judge Hoppy Haden to execute an interlocal agreement with the City of Lockhart on three phases of Juniper Springs, a planned subdivision located off SH 142 in the city’s extraterritorial jurisdiction

The interlocal agreement will allow work related to road improvements and wastewater treatment infrastructure to move forward.

The portions of the subdivision at 3000 Borchert Loop are part of a planned 472-acre mixed use development that falls partially in Lockhart’s city limits and partially in the city’s extraterritorial jurisdiction, a buffer zone located in unincorporated Caldwell County that helps define the city’s future growth and service boundaries. The development is expected to include approximately 1,400 homes.

New position for the Caldwell County Sheriff’s Office

The Caldwell County Sheriff’s Office is officially accepting applications for a Victim Services Liaison to lead its Victim Assistance Program after commissioners approved the role’s creation. The new position replaces the previous Victim Services Coordinator position, which was vacated after the position’s previous occupant took a job with the Austin Independent School District.

The new position’s roles include community awareness, counseling and support services and sharing other information with crime victims of Caldwell County, as well as supervising victim assistance volunteers. More information on the position is available on the county’s job board.

Other Action

Commissioners also:

  • Approved the development agreement between the county and Denver, Colorado-based TXLCO Caldwell County for the Technology Park at Caldwell Valley. Plans include development of a 1.5 million-acre property located off FM 2720 into a data-center focused technology park. The agreement outlines county and developer obligations. View the agreement here.
  • Approved the transfer of grant funding from a $100,000 General Land Office grant that will be used to develop the county’s latest Local Hazard Mitigation Plan. Having a hazard mitigation plan in place helps communities identify risks, develop strategies to reduce risk, and get grant funding for mitigation projects. The county’s last hazard mitigation plan led to the ongoing project to build the Caldwell County Evacuation Center, which broke ground in December.

  • Voted to keep the burn ban off.

  • Approved a proclamation designating February 2025 as Dating Violence Awareness and Prevention Month.
  • Approved the Preliminary Plat for Clementine Ranch subdivision consisting of 12 residential lots on approximately 20.198 acres located on State Hwy 304 and Cardinal Road.

  • Approved the Final Plat for Tumbleweed Ranch subdivision consisting of 11 residential lots on approximately 24.426 acres located on Witter Road and Tumbleweed Trail.
